Some of the duties of this position include accepting and analyzing development applications, site inspections, long term planning recommendations, interpret and apply environmental quality laws and regulations to ensure county projects and code amendments are complying.
Applicants must have the ability to communicate effectively both orally and in writing and have a valid Washington State Driver's License.
This is an at will salaried position, which is currently classified at Range EE1 of the 2023 Exempt Employee Salary Schedule with a range of $4366 - $5572.
Initial step placement at time of hiring is dependent upon prior relevant experience and qualifications.

MAJOR FUNCTION AND PURPOSE:
Person in this position is responsible for performing professional planning duties related to current, long range or advanced planning by providing technical, functional, and responsible assistance to the Director.
Person will accomplish tasks associated with land use, building, and environmental codes of the county.
SPECIFIC DUTIES AND
Responsibilities:
Essential and other important responsibilities and duties may include, but are not limited to, the following:
Person in this position exercises functional and technical supervision over professional and technical staff as may be assigned by the Building and Planning Director.
Assumes duties and acts as Building and Planning Director in the Manager's absence Develop general plan elements and amendments; prepare long term planning recommendations, precise plans, or complex subdivisions.
Develop and present recommendations on various development permits and applications; prepare appropriate reports Confer with engineers, developers, architects, a variety of agencies and the public in acquiring information and coordinating planning and zoning matters; conduct site inspections; provide information regarding County development requirements Accept and analyze development applications; prepare appropriate noticing; attend public hearings and follow up on matters requiring a zoning administration decision Interpret and apply environmental quality laws and regulations to ensure that development, county projects and code amendments are in compliance Conduct and supervise planning studies in the community to gather data for evaluating current and advance planning projects Maintain a complex filing system of various documents and reports for reference Perform extensive research regarding implementation of policies established by the general plan, zoning ordinance, or other land use and development ordinances or plans assigned Review development proposals and work with developers to reach agreement on acceptable site plans; review various development applications for compliance with appropriate regulations and policies; prepare reports of recommendations Provide staff support to a variety of boards and commissioners; attend and participate in professional groups and committees Provide information to the public regarding zoning, land use and the general plan; participate in public meetings as necessary Provide lead supervision and technical assistance to professional and technical staff as assigned Perform other related duties and responsibilities as may be required REQUIRED KNOWLEDGE:
Principles and practices of urban planning and development Principles and practices of surveying methods Methods and techniques of effective technical report preparation and presentations Research methods and sources of information related to urban growth and development Recent developments, current literature and sources of information related to municipal planning and administration Pertinent Federal, State, and local laws, codes, and regulations ABILITIES:
Analyze site design, terrain constraints, circulation, land use compatibility, utilities, and other services Analyze and develop policies related to land use and community development.
Ensure project compliance with Federal, State and local rules, laws and regulations Interpret and apply pertinent laws, rules, and regulations.
Prepare and analyze technical and administrative repots, statements and correspondence Communicate clearly and concisely both orally and in writing.
Establish and maintain cooperative working relationships with those contacted during work MINIMUM
Qualifications:
Bachelor's Degree from an accredited college or university with major course work in planning, public or business administration or a related field preferred.
Proven experience in urban planning a must.
Valid Washington State Drivers License.
DESIRABLE
Qualifications:
Supervisory experience within a governmental agency that relates to building and planning issues.
WORK ENVIRONMENT Office and inspection site environment; some exposure to dust and noise; some climbing, stooping, and light lifting.
